The Hollywood Blacklist became live in 1922, after a number of scandals involving Hollywood personalities damaged the reputation of Hollywood; allegedly. Film industry leaders formed this new organization to counteract the threat of government censorship and to create favorable publicity for the film industry. Under the leadership of Will H. Hays, a politically active lawyer at the time, the Hays Office began to insert morals clauses into actors’ contracts, in addition to the Blacklist. In 1930 this office also developed the Production Code, to decide what was morally acceptable for film. The code was replaced in 1966 with a voluntary rating system.
